Enforcing gadget visibility

With IViewTransformer it is possible to add gadgets for a user, but if the user has - at some point - actively removed the gadget, the gadgets added via IViewTransformer will be removed again, and not shown. We would like a way to enforce the visibility of gadgets, even if the user has chosen to remove them.
