Site setting and Interface for SessionState-dependency

We usually disable sessionstate per Controller or Web Form and then get in trouble with for example some of the built-in visitor group criterias.

A site setting or internal check of whether sessionstate is available or not and then filter out group critierias that are dependent on sessionstate would be nice.
