Personalization not working until visitor group is saved

Hi guys!
I'm having a bit of a problem with personalization. Here's what happens:
If I include personalized content in TinyMCE, or through a Personalization Container with Composer, the personalized content won't be displayed until applicable visitor groups are saved.
For example, let's say I add a new piece of personalized content that should be displayed for the "Existing Customers" visitor group.
Once I save the page I'll only see the default content. However, if I go in and simply re-save the "Existing Customers" visitor group and then reload the page the personalized content is displayed as intended.
I'm a bit lost here, but obviously something happens when the visitor group is saved, such as invalidating cache etc.
Has anyone seen something like this before?
