Episerver forms: How to manage uploaded files (as an editor/developer)

I saw somewhere that the uploaded files were supposed to be located in the form block folder in the resource window but this is not the case in my application? Im wondering were the files are placed and if there is a good way to manage the files to keep the database from filling up!
