DBLocalization: Not seeing localized variable value in English site - upgrading to CMS 12

Updated DBLocalizationProvider nugets and updated startup.cs code to

It doesn't show the value being set in Admin/Localization:

It shows what's hardcoded in the code in Translations. Global

Need it to pick up the value from Localization so that the editor can edit it and doesn't need a code push.
