ApplicationConfiguration.HostUrl returns the hostname in the request and not the hostname defined in Web.config. Bug or intended feature?

The asterisk note in the documentation of the HostUrl property is also interesting.
You seldom have the need to use it, but occasionally you do. To clarify, if you write the setting like this:
#18391
it will be used instead of the dynamic host name.
Another one of those "nice to know" things.
