Page base class in another project

When moving my page base class to an other project in the same solution all i get is an exception:

 

Error when creating the EPiServer.Configuration.Settings.All list: The configuration section could not be found in the configuration file
Moving the same code back in to the EPiServer web project everything is ok. Any ideas?
