Shipping Rate Calculation is not getting Refreshed in Cart Page

Could be any number of things...
- Delivery method being reset incorrectly when you navigate to the Cart Page?
- Any shipping discounts applied that you've forgotten to disable?
- Have you overriden IShippingCalculator with your own implementation? Re-check your custom code?

Good day!
I'm facing wiered issue with Shipping Rate Calculation. Below are the details:
We are configuring the Shipping Cost under OrderSystem -> Shipping -> Shipping Methods -> Parameters - {Key : Value}.
The calculation is happening on everytime on checkout page but not in cart page.
Ex: I configure Shipping Cost as $20 and went to Cart Page, Checkout page then it's showing $20. Now I came back to cart and changes cost to "$15" in commerce.
Now if I refreshed the page still I'm getting $20 until I update the cart with any changes or move to checkout page.
Can you please anyone help me on this.
