Manage access rights options missing for blocks when created on for this page option

I have a block type which I am creating on a specific page and see that the Restricted Manage option missing on the block (for me to configure audience groups). This show up if I create the block at For all sites option.

Is this an expected behavior ?

This is by design. Assets (media and blocks) inherits the page's access rights.
