Optimizely CMS - DXC - uploading PDFs suddenly requires publishing

We are using Optimizely CMS - DXC

How do we control whether or not a file upload to the Media Library requires publishing after upload?

Yesterday, a content author (WebEditor only) could upload PDF without having to publish upon upload.

After a deployment, the same content author gets the pencil icon when she uploads a new PDF.

When I upload a PDF, it doesn't require publishing, even after deployment (I am a WebAdmin).

How is this controlled? (What could have happened during the deployment or is it a permissions setting)?
