Can anybody shed some light as to how to keep an asset path/name in url for spaces as it is ("20%" not "-")?

Hi,
Can anybody shed some light as to how to keep an asset path/name in url for spaces as it is("20%" not "-")?
The problem is that if an asset path or name contains space, it’s automatically updated to “-” not “20%” in url. It breaks some of pages when the asset files is javascript or css files, which are relerence in other html asset files.
