As an editor, how do I create negative Visitor Criterias?

Hi, as the title explains. For instance, say I want a criteria that is "For all visitors NOT from this city". Is it possible to create this criteria? (have tried and read the docs but can't find a way)

Make a visitor group for all from that city...

Make a second that is not member of the first...(Visitor Group Membership criteria)
